Rebecca has worked alongside some of Vermont’s most respected political leaders since entering the state’s political landscape in 1998. She served as legal counsel and political liaison to Governor Howard Dean before joining now-U.S. Senator Peter Welch during his tenure as President Pro Tem of the Vermont Senate. Prior to joining Necrason Group, she served as Chief of Staff to Vermont Senate President Pro Tem John Campbell.
Throughout her career, Rebecca has also worked with nonprofit leaders, businesses, and public officials on leadership development, strategic planning, and advocacy, helping organizations build the relationships and strategies needed to create lasting public policy change.

Jessica brings a calm, steady approach to problem-solving. She is detail-oriented and skilled in research and organization. Jessica manages the team’s day-to-day operations at the Statehouse, ensuring resources are in the right place at the right time. Her policy expertise includes healthcare, tax, telecommunications, alcohol, labor, solid waste, and financial services.
Jessica joined the firm in 2012. She has over 30 years of experience as an attorney, most of those also as a lobbyist in Vermont.
Prior to joining the firm, Jessica served as of-counsel at a Burlington law firm. She also served as an Assistant Attorney General with the Vermont Department of Mental Health, Vice President for Public Policy and Government Relations at Planned Parenthood of Northern New England, and as an Assistant City Attorney for the City of Burlington.

Born in Slovenia and raised in Vermont, Teo served in the House of Representatives between 2011 and 2016, where he led and supported a number of significant tri-partisan initiatives. Making his career primarily in media since 2001, he has produced award-winning films that have screened at film festivals in the US and UK and on major streaming platforms. He is currently chair of the town of Barnard’s Development Review Board and president of the Barnard Community Trust, established in 2011 to preserve the historic Barnard General Store. He previously served as a town constable and, in 2026, was elected Barnard’s Town Moderator. He lives on Villa Villekulla Farm in the foothills of the Delectable Mountains with his wife Lauren and her menagerie of dairy goats.
Milly Archer enjoys digging into the nuances and details of legislation and public policy. A clear and detail-oriented writer, she has a wide range of professional experience in both the public and private sectors. With more than two decades of professional experience in Vermont, she has been the environmental compliance manager for the University of Vermont, and the Water Resources Coordinator with the Vermont League of Cities and Towns where she helped municipalities with water-related land use policy including flood prevention initiatives. She holds a Bachelor of Science from the University of Kentucky and a Masters of Environmental Law from the Vermont Law School. Her son is finishing up his last semester at The George Washington University in Washington DC, and she lives in Montpelier with her husband, dog and cat.
