OUTCOME: Stakeholder-supported creation of a statewide animal welfare response system.

Until recently, Vermont lacked basic laws against puppy mills, and animal welfare enforcement depended largely on a patchwork of local officials.

Partnered with public interest advocates, Necrason Group successfully fostered a phased reform path. Working ahead to build support from all the major stakeholders at every step of the way produced results.
